The Punjab Dhee Rani Programme, also known as the Collective Marriage Programme, follows a structured and transparent process to ensure that deserving families benefit from the initiative. Below is an explanation of the step-by-step process of each phase of the programme from registration to the final event.
1. Online Application
The first step in the Punjab Dhee Rani Programme is the online application process. Applicants, such as the bride herself or her family, can self-apply via a web or mobile platform. This step provides easy access to the registration form through the Dhee Rani Portal. Applicants can also get assistance by:
- Calling the CMP Helpline at 1312.
- Visiting a Help Desk at their local DD Office.
This allows for a wide range of applicants to register, ensuring that the process is accessible to those from different areas across Punjab.
2. Tehsil Verification Committee (TVC)
Once the online application is submitted, the Tehsil Verification Committee (TVC) takes over. In this step, applications are reviewed to confirm the eligibility of the applicants. The District Directorate (DD) assigns the applications to the TVC, which is responsible for ensuring that the provided details are accurate and that applicants meet the set eligibility criteria.
3. Program Steering Committee (PSC) Approval
Following the verification by the TVC, the applications move to the Program Steering Committee (PSC) for final approval. The PSC plays a crucial role in making sure that all verified applications meet the programme’s goals and requirements. Once approved, the applications proceed to the next step in the process.
4. List Finalization
Once the PSC approves the applications, the final list of eligible brides is created. These brides will be notified through SMS, ensuring that they are kept informed throughout the process. This phase marks the end of the application and verification process and moves toward the financial and logistical preparation for the collective wedding ceremony.
5. ATM: Financial Assistance
After finalizing the list, the brides will receive their financial assistance. This involves:
- Account Opening: An account is opened for each bride.
- Amount Top-Up: The bride’s account is topped up with 100,000 rupees, provided through an ATM card.
- Biometric Verification System (BVS): This step involves biometric verification to ensure transparency and accuracy in distributing financial aid.
- ATM Access: Once the process is complete, the brides can access their funds through their assigned ATM cards.
6. Event: Collective Wedding Ceremony
The next phase is the collective wedding ceremony itself. This grand event will see 3,000 brides across Punjab participate in their weddings, performed simultaneously in a dignified and well-organized manner. Brides will receive dowry packages, which include essential household items to help start their married lives.
7. NADRA Certification
The final step of the process involves NADRA certification. This ensures that all official documentation for the marriages is in place and that the brides are registered with the appropriate authorities. SMS notifications will be sent at each stage to keep the brides and their families updated.
8. Grievance Offices
In case of any complaints or issues, applicants can reach out to Grievance Offices. This provides an additional layer of support and ensures that any concerns regarding the process are addressed promptly.
Purpose Behind the Collective Marriage Programme
Marriage holds great importance in Islam, symbolizing the foundation of a happy family life and social stability. However, the current economic challenges in Pakistan prevent many parents, especially those from underprivileged backgrounds, from meeting this important obligation.
The Punjab Dhee Rani Programme seeks to reduce this burden and offer a solution that not only brings joy to families but also contributes to their social needs. By organizing collective marriages, the government of Punjab aims to foster a sense of hope and stability while showing that the government stands by its citizens during difficult times.
